What I understand, a political party set off initially as a group. And what is a group as per behavioral science studies: It is a social unit consisting of two or more persons who possess a set of values or norms that regulate the behaviour of members.
Steps of group formation [process] are:-Forming-Storming;-Norming-Performing-Mourning Stage.
To me, I see is what Raila Odinga is applying. Forming stage for Raila started on March 9, 2018, at Harambee House. The stage is characterized by; coming together in the beginning; testing of the waters stage; roles not distributed; uncertainty of purpose. That why both him [Raila] and President Uhuru Kenyatta did’t diffuse much, only talking of ten point agenda.
Storming phase [stage]: It is characterize with conflict management; inter-group conflict. For Raila, he stormed Nakuru County-town- and announced Azimio La Umoja which popularized in major regions culminating to a convention on November 30, 2021 in Nairobi . Also at storming phase, there is conflict as who is who and who is in control. Here, Raila unveiled his presidential election board, and appointed Laikipia Governor, Ndiriitu Muriithi as it chairman.
Norming stage: Sacrifice; collective sense of identity; structure of identity and to know who is who characterize this phase. I assume for Raila actualize this stage will be dictated by two legal verdicts; Political Parties [Amendments] Acts, and Building Bridges Initiative pending in parliament and at Supreme Court respectively.
