A Neck Strap on Lamb that Justify God’s Curse

I stumbled upon two tethered lambs, one mult-colored with a neck strap around his neck and another full light colored with no neck strap. Noticing neck strap was not like the one for marking but for a vice prevention. God’s curse came to my mind.

Malachi : 1 ; 14, “Cursed is the cheat who has an acceptable male in his flock and vows to give it, but then sacrifices a blemished animal to the Lord. For I am a great king,” say the Lord Almighty, “and my name is to be feared among the nations. End of quote.
